PROCUREMENT OF 40 ENGINE AIR FILTER GUARDS

The purpose of Amendment 2 is to respond to questions regarding RFQ 70Z02325Q93250001. The Government provides the following questions and answers for all interested vendors. 

Note: These responses are hereby incorporated into the RFQ. If necessary, a formal amendment will be issued to reflect any changes to the solicitation terms or requirement.

Questions and Answers:

1. Question: What is the application that this engine is in?

Answer: The engine is installed on the USCG’s 47-ft Motor Lifeboat, a boat designed to operate in surf and heavy-weather conditions.

2. Question: Is it within a vehicle or an Onan generator?

Answer: It is in a “vehicle” (i.e., an 47-ft Motor Lifeboat) and not an Onan generator.

3. Question: Do you have a CUMMINS Part Number?

Answer: The model number of the Cummins engines on the 47-ft MLBs is Cummins QSC 8.3.

4. Question: The material List ASTM B209 6061 Aluminum. The material temper is not listed. Can you please advise on the temper required. PER NOTE 3 The Powder coating does not give a finish on the sheen. Glossy,  Matte, Satin?

Answer: Material temper: T6 and Finish sheen: matte

Additionally, Amendment 2 – Attachment 1 - RFQ 70Z02325Q93250001 is provided with this posting. This updated attachment reflects changes made as part of this amendment, including the updated specifications and clarifications.

The purpose of Amendment 1 is to update the solicitation to clarify that this requirement is being solicited as total small business set aside using FAR Part 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures.

This requirement is being solicited as total small business set aside using FAR Part 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures. The solicitation number is 70Z02325Q93250001 and this combined synopsis and solicitation is issued as an invitation to request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05. This procurement is a 100% Total Small Business Set-Aside. The NAICS Code is 33299 – All Other Miscellaneous Fabricated Metal Product Manufacturing. The small business size standard is 750 employees. 2. Description of Requirement

The United States Coast Guard (USCG) requires the manufacture and delivery of forty (40) custom-fabricated intake guards (“Intake Shields”) for Cummins engines installed on the 47-foot Motor Lifeboat (47 MLB),in accordance with Government-provided specifications. Dimensions and additional details are provided in the attached “Intake Shield Sketch.”
