This AOI #3 is being competed under Commercial Solutions Opening HT0038-25-S-C001.

The Defense Health Management System Modernization (DHMSM) Program Management Office (PMO) is responsible for leading the effort to modernize healthcare delivery across the Military Health System (MHS). The DHMSM PMO’s core mission is to deliver an integrated, interoperable health information technology solution that enables the MHS to provide high-quality, cost-effective care to service members, veterans, and their families. This is achieved through the deployment and management of a comprehensive electronic health record (EHR) system and associated technologies designed to improve patient care, enhance operational efficiency, and support data-driven decision-making throughout the MHS enterprise. The DHMSM PMO is interested in awarding other transaction agreements under the authority of 10 U.S.C. 4022 in Area of Interest #3: Ambient Dictation.

For the Request for Solutions, companies shall email a proposal to Milan Barbee McGruder, milan.r.barbeemcgruder.civ@health.mil, and Tiffany Kilburn-Franklin, tiffany.m.kilburn-franklin.civ@health.mil, no later than SEPTEMBER 9, 2025, at 5:00 PM Eastern Standard Time, clearly titled AoI #3.
