    This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses offering domestically manufactured products that meet the required specifications. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.

    The National Oceanic and Atmospheric Administration (NOAA) Physical Sciences Laboratory relied on Eppley PSP and PIR sensors as the standard for shortwave and longwave radiation measurements in PSL sea-going flux systems. These sensors were selected for their high performance and consistency, enabling the collection of long-term, high-quality data records and serving as calibration references for other platforms like buoys and research vessels. Unfortunately, Eppley has gone out of business and no longer provides support for these instruments. As a result, PSL begun transitioning to sensors from Kipp & Zonen, whose CGR4 and CMP22 models offer comparable precision and accuracy.

    INTENDED USE/PURPOSE:
    The acquisition of Kipp & Zonen’s CGR4 and CMP22 sensors is essential to maintaining the accuracy,
    continuity, and integrity of NOAA’s long-term sea-going flux observations. These sensors are used to capture direct solar radiation and longwave irradiance, which are critical for evaluating the net radiation budget at the ocean surface. Their data directly support NOAA’s mission to monitor and predict atmospheric and oceanic conditions, enabling high-quality observations vital for weather forecasting and marine operations. This is the only known instrument that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below.

    otherwise, that any procurement action may be issued for the Government’s requirements.
    No entitlement to payment of direct or indirect costs or charges by the Government will arise because of
    the submission of contractor’s information. The Government shall not be liable for or suffer any
    consequential damages for proprietary information not properly identified. Proprietary information will be
    safeguarded in accordance with the applicable Government regulations.
