PUBLIC ANNOUNCEMENT OF GOVERNMENT’S INTENT TO AWARD ON A SOLE SOURCE BASIS FOR MANAGER ADVANTAGE (CYBERFEDS)

THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR 5.203(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO LRP PUBLICATIONS (UEI UCMPFP9EH2R5) FOR MANAGER ADVANTAGE (CyberFEDS)  LICENSES

The US Department of Housing and Urban Development, Office of the Chief Human Capital Officer, Talent Development and Workforce Planning (TDWP) office intends to award a sole source contract to LRP Publications to provide a one-year subscription for LRP Publication’s Manager Advantage tool.  TDWP uses this tool to simplify the complexities of Federal civil service law.  LRP Publications has developed and copyrighted Manager Advantage (CyberFEDS).  In accordance with FAR 13.106-1(b), for purchases not exceeding the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available to procure Manager Advantage licenses.   Manager Advantage contains a unique combination of features, tools and resources that cannot be found in any other web accessible resource available on the commercial marketplace.  

This notice of intent is NOT a request for proposals or quotations.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.    A determination by the Contracting Officer not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.  Responsible sources may identify their interest by responding to this notice via email to  Michelle.L.Johnson@hud.gov  no later than 10:00 A.M.  EST,  July 30, 2025.    All information submitted should support the offerors’ capability to provide the services required and shall be furnished at no cost or obligation to the Government.  The primary North American Industry Classification System (NAICS) code is 519290, “Web Search Portals and All Other Information Services” with a small business size standard $1,000 Employees.  Any information received will be treated as market research information for future (same or similar) requirements.
