The authority for this sole source acquisition is in accordance with FAR Part 12.102(a). The program requires replacement Imtakt Unison UK-C-18 and Cadenza HS-C18 liquid chromatography columns, which are consumable items depleted through routine use in assays that detect and measure antiretroviral drugs in biological specimens. These assays were developed and validated specifically using these column products, and method validation for the testing is tied directly to the exact column chemistry used during development; substituting a different column could alter retention time, resolution, and reproducibility, requiring costly and time-prohibitive revalidation and risking disruption to ongoing antiretroviral drug monitoring where result accuracy and consistency are critical. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
