Sole Source Intent: The United States Army Mission Installation Contracting Command - Yuma Proving Ground (MICC-YPG), Yuma, Arizona, intends to negotiate a noncompetitive Firm-Fixed-Price (FFP) requirements-type contract with Vaisala, Inc., 194 South Taylor Avenue, Louisville, Colorado 80027-3024 for up to five-year ordering period in primary support of the USAYPG Yuma Test Center (YTC) Meteorological Branch with additional ordering capability for Army test centers, White Sands Missile Range (WSMR), Fort Hood, and Dugway Proving Ground (DPG). The requirement is for the supply of expendable radiosondes for upper air data collection. The Vaisala systems were selected by the Range Commanders Council Meteorology Group (RCCMG) and standardized across the U.S. Army to provide a commonality between installations with the sharing of data relative to on-going testing. A requirements contract will provide for filling all actual purchase requirements of designated Army test centers. Vaisala, Inc., is the Original Equipment Manufacturer (OEM) and owns all proprietary data and patent rights to this equipment. No other manufacturer's product is compatible in salient physical, functional, or performance characteristics.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
