REACH-IN BLAST CHILLER FREEZER FOR THE NUTRITION SERVICE DEPARTMENT AT WRNMMC

SUBJECT: Combined Synopsis/Solicitation for Reach-In Blast Chiller Freezer for the Nutrition Service Department at WRNMMC

This requirement is in support of Walter Reed National Military Medical Center in Bethesda, Maryland for procurement of a Delfield Model No. CV15E Reach-In Blast Chiller Freezer (brand name or equal). The DHA Healthcare Division - Northeast intends to award one Firm Fixe Price contract in accordance with FAR Part 12- Acquisition of Commercial Products and Commercial Services to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  

This solicitation document incorporates provisions and clauses from Federal Acquisition Regulation (FAR), FAC 2026-01; supplemental Regulations from the Defense Federal Acquisition Regulation Supplement (DFARS), DFARS Change 11/10/2025; and supplemented by the Revolutionary FAR Overhaul (RFO) In accordance with Department of War (DoW) Procurement Directive.

To be accepted and eligible for evaluation, quotations must be prepared in compliance with these instructions and all the terms and conditions contained in this document.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. The Offeror agrees to hold the price in its offer firm for 90 calendar days from the date specified on the Quote.

The Solicitation ID for this requirement is HT001700012412519, This Requirement is being solicited as a 100% small business set-aside under NAICS code 333241 – Food Product Machinery Manufacturing.

The table below provides the itemized list of materials required for this requirement, interested parties shall fill the table with applicable information as it pertains to this requirement; i.e Unit price, extended price, estimated delivery, etc.

Salient physical, functional and performance characteristics must match for the Delfield Model No. CV15E Reach-In Blast Chiller Freezer (i/e dimensions, pan capacity , blast chill/shock freeze capacity, dimensions and power supply). Quotations that intend to offer “Or Equal To” products must provide technical specifications for evaluation before acceptance. Required accessories, shipping and installation costs must be included in total price if applicable.
