FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source Rees Monitoring/ Maintenance Service SOLICITATION NUMBER: NB644020-25-01687 RESPONSE DATE: 6/13/25 DESCRIPTION: The National Institute for Standards and Technology (NIST) Biosystems and Biomaterials Division (BBD) has a requirement for ongoing support, maintenance and calibration of an existing Rees Scientific Environmental (Temperature) Monitoring System implemented in BBDs laboratories. NIST requires a one-year service agreement with four (4) option periods for BBDs Rees Temperature monitoring implementation. The service agreement and option periods shall include repairs and support for existing Rees Scientific temperature monitoring hardware; support for BBDs implemented Rees Scientific software and database for system management, notifications, and logging; and one annual preventative maintenance and system validation per year of service agreement. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the Rees Scientific USA, Inc located in Trenton, NJ, for maintenance of this equipment. Sole Source justification is based on the following: Market research has shown that Rees Scientific is the sole responsible source for service for this instrument. Rees Scientific has provided documentation that Rees Scientific stands as the sole manufacturer and distributor of the Rees Scientific system, software, and components, and the software is proprietary. Rees Scientific is the only entity authorized and capable of selling and supporting the Rees Scientific Software and System. There are no other authorized vendors, distributors, or installers for this system. NAICS code for this requirement will be 811210 Other Electronic and Precision Equipment Repair and Maintenance with a small business size of $34.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 6/13/25 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
