    AMENDMENT A0002: The purpose of this amendment is to extend the proposal due date from August 18, 2025 at 1:00 PM EST to September 02, 2025 at 1:00PM EST. 

    AMENDMENT A0001: The purpose of this amendment is to update the title to Indo-Pacific Surface and Maritime Transportation Technical Evaluation. 

    This Request for Proposal was prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 15.3 as supplemented with additional information included in this notice. This announcement constitutes the only RFP; offers are being requested and a written solicitation will not be issued.
    This solicitation is being issued IAW FAR Part 15. The Government will offer one award resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub factors, to represent the best value to the Government.


    This procurement is UNRESTRICTED under NAICS Code 541690, Other Scientific and Technical Consulting Services. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States.

    All questions must be emailed to the POC listed in the solicitation at
    contractproposals@ustda.gov and aasibey@ustda.gov no later than 12:00 p.m., Arlington, VA
    Time Tuesday, July 29, 2025. Please reference the Solicitation Number and Project Title in
    the SUBJECT LINE of your email.

    Send your offer by email to contractproposals@ustda.gov which is due no later than 1:00 PM,
    local Arlington, VA time on Monday August 18, 2025. Proposals submitted by facsimile or to
    alternate email addresses will NOT be accepted. Late proposals will be processed in accordance
    with Federal Acquisition Regulation guidance.
