    The proposed contract action intends to solicit from only one source. The Naval Sea Systems Command (NAVSEA) Technical Warrant Holder (TWH) has formally determined that only the Original Equipment Manufacturer (OEM) possesses the proprietary engineering data, software, and specialized testing protocols required to service this equipment. Utilization of any unauthorized third-party vendor will void the system's technical certification and fail to meet the fleet's mandatory safety and operational standards. Market research confirms the OEM does not license or authorize any third-party providers to perform this service.

    This notice of intent is not a formal request for competitive proposals. A solicitation will be issued to the intended source after the expiration of this notice.

    However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
