Active Solicitation · DEPT OF DEFENSE
AI Summary
The Department of Defense is seeking replacement laser diode assemblies for existing systems, specifically from Toptica Photonics. This presolicitation notice outlines the requirements for specific laser components necessary for ongoing experiments. Responses must demonstrate capability and may influence future procurement decisions, although this is not a request for competitive proposals.
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 1,250 employees.
The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425.
The specific brand name or equal requirements include:
QTY 1 - 493 nm field replaceable unit (FRU): Suitable for end-user installation into a Toptica mDLPro HP system (systems 28154, 28204, 28609). Center frequency must be tunable to address the singly ionized barium transition.
QTY 1 - 650 nm pre-aligned diode and collimation assembly (LD-0650-0080-1): Suitable for end-user installation into a Toptica mDLPro system (systems 28155, 28203). Center frequency tunable to the singly ionized barium transition, providing >80 mW at target wavelength with a typical short-term linewidth of 100 kHz.
QTY 1 - 650 nm pre-aligned diode and collimation assembly (LD-0650-0200-1): Suitable for end-user installation into a Toptica mDLPro system (system 28610). Tunable to the singly ionized barium transition, providing >90 mW at target wavelength with typical instantaneous linewidth of 3 kHz.
QTY 2 - Diode and collimator mount pro (DKH/PRO 2 1)
QTY 2 - Replacement of Laser Diode, realignment DL (RS-000003)
Any non-OEM components quoted must meet or exceed OEM performance after installation by the end-user team. Claims of such performance must be strictly supported by documentation from a similar swap, including characterization before and after the procedure. It must not require modification of control electronics beyond adjusting software parameters, nor require irreversible modification of internal hardware.
Toptica is the only known manufacturer of these modules capable of fulfilling the technical requirements. Satisfying the specifications detailed above, which are essential to the Government's ongoing experiments, would require specialized design, fabrication, and installation expertise, followed by rigorous verification before any alternative product could be deemed acceptable. It is anticipated that the cost of these development and verification activities would be passed onto the Government, far exceeding any potential savings from increased competition. Alternatively, reducing these requirements to a level at which wider competition might be possible would require a significant time investment of skilled Government labor (which is also not expected to be recovered by cost savings), while simultaneously introducing highly uncertain experimental performance. Consequently, Toptica is the only firm capable of providing the complete, compatible system described above.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra@us.af.mil.
Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 July 2026.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
