Offerors are responsible for ensuring full compliance with all Singapore laws and regulations, including obtaining any required licenses, permits, and tax identification numbers prior to award and throughout contract performance. Offerors shall include in their proposal a brief narrative describing how they will comply with these requirements. Electronic proposals must be submitted with the subject RFP 19SN1026R0004 - Replacement of Generator #1 Existing Daytank Pump to SGProcurementRFQ@state.gov no later than March 16, 2026, at 16:30 (local Singapore time). Proposals received after this time will not be considered. Proposals must be submitted in English. Incomplete proposals may be rejected. The submission must be in MS Word 2007/2010, MS Excel 2007/2010, or Adobe Acrobat (PDF) format and must not exceed 30MB per e-mail. If necessary, larger files should be divided and submitted in multiple emails, with each e-mail not exceeding the 30MB limit. Each proposal shall consist of two (2) volumes, as specified in Section J of the solicitation. All questions regarding this solicitation must be submitted in writing to SGProcurementRFQ@state.gov by February 19, 2026, at 13:00 hours (Singapore Time). Proof of SAM Registration Offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submission of their proposal in accordance with FAR 4.1102. Failure to be registered in SAM at time of proposal submission may result in the offeror being found ineligible for award.
