The National Park Service (NPS), Department of Interior (DOI), Cape Hatteras National Seashore, has a requirement for the following project; Replacement Roofs for three buildings that need roof replacements; Bodie Island Double Keepers Quarters, Storehouse, and Oil House at Bodie Island Lighthouse District, Cape Hatteras Island National Seashore, Nags Head North Carolina.

This procurement is being set aside for Small Business. If your company is interested, submit your detailed capabilities in writing to demonstrate the same or similar experience to this project. This is not a request for proposal, request for quote, or invitation to bid. No proposal package, solicitation, specification, or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Pre-Solicitation announcement, or any follow-up information requests. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. All firms should be registered and certified in the Systems for Awards Management (SAM) at www.sam.gov, in order to participate in this requirement. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.

Project Description (Scope); The primary objective of the project is to provide
replacement of existing roofing. Replace existing cedar shake shingle roofs with new cedar shake shingle roofing system. Contractor shall complete the following tasks to address and resolve the condition issues of the roof, treatments including ridge caps, gutters, downspouts, sub-sheeting, flashing and panel insulation.

This requirement involves performing work as defined in the Statement of Work when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation and other attachments as required. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.

The solicitation, Request for Quote (RFQ) and its attachments will be issued electronically. Anticipated publish date: On or about 5 June 2025. The solicitation documents will be posted to SAM.gov | Contract Opportunities. The contracting office will not provide hardcopies or email copies of the solicitation.


Site Visit: Only one site visit will be offered for this opportunity, and the information shall be listed in the formal solicitation when it is published to SAM.gov.
