SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Hose Reel Assembly, NSN 1680-01-683-8772, PN 149R1050-109. ITEM DESCRIPTION The HC/MC-130 Hose Reel Assembly, National Stock Number (NSN):1680-01-683-8772, Part Number (P/N): 149R1050-109, consists of the following conditions: hose stowed and power off, hose stowed and power on, trail (or hose extension), preset trail, auto response, fueling, post refueling, resetting, rewind, emergency trail, and reel response test. IMPEDIMENT TO COMPETITION The Hose Reel Assembly is designed, qualified and manufactured by Eaton Industrial Corporation, who is now known as Mission Systems Davenport Inc. (a.k.a Eaton Mission Systems Davenport Inc.), Cage 72429. The Hose Reel Assembly is a non-commercial item. The Hose Reel Assembly is not under the configuration control of the Government. The manufacturing data was not purchased by the Government and Eaton Mission Systems Davenport Inc. is not willing to sell the data to the Government. The Government does not have a complete data package to facilitate competitive procurement of the Hose Reel Assembly. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Eaton Industrial Corporation for the manufacture of the Hose Reel Assembly in support of the HC/MC-130 program. Other interested parties may identify their interest and capability to respond to the requirement no later than December 25[SMEGUA4S1] , 2025 to Kennedy Graham (kennedy.graham.1@us.af.mil), (dla.dlr.proc@us.af.mil) and Jerry.Latimer@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
