    Description

    The Request for Technical Proposal (RFTP) and the Draft Invitation for Bid (IFB) for the DLA Disposition Services surplus personal property sale (EAST) is now available for review.  Please see the attached documents for review and guidance preparing your technical proposal for the following sales contract:

    • DOD Surplus Personal Property Term Sale – EAST (All Disposition Services and Receipt in Place Sites in the Agency’s Northeast and Southeast Regions which includes all Disposition Services and Receipt in Place Sites East of the Mississippi River to include the US territories of Puerto Rico and the Virgin Islands.)

    This contract will provide this property for a minimum of thirty-six (36) months base period of performance. In addition, Disposition Services may elect to offer the Purchaser up to two (2), twelve-month period of performance contract options. Surplus personal property that is sold by DOD is in “as-is, where-is” condition. Under General Services Administration (GSA) and DOD regulations, surplus property sold under these IFBs may be “new”, “useable” or “repairable”.

    This sales contract will be awarded using a Two-Step process consisting of the following distinct steps: (1) Solicitation, submission, and evaluation of technical proposals to determine acceptability; and (2) Issuance of a finalized and approved Invitation for Bid (IFB) only to those firms that submitted technical proposals deemed acceptable under Step One.

    Interested firms are encouraged to review the historical information relating to past generations of personal property similar to what is being offered in this IFB. Bidders are advised that any sales history information provided is for informational purposes only. Prior year property generations and sales data are not predictors of future generations or sales.

    Technical Proposals must be submitted to and received by DLA Disposition Services by 3:00 p.m. EST on Sunday, August 17, 2025 in accordance with the attached RFTP guidance.
