RESCUE SWIMMER DRYSUITS

This is a Sources Sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotes (RFQ) and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought synopsis. No basis for claim against the Government shall arise as a result of a response to this Sources Sought synopsis or Government use of any information provided. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought synopsis. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to seek sources that can provide or manufacture a waterproof Rescue Swimmer Drysuit for use by USCG Rescue Swimmers during rotary wing (RW) operations. The drysuit shall be orange with yellow sleeves, have joint and shin protection, and an external Global Positioning System (GPS) watch attachment point located on the sleeve.

The USCG requires a responsible company that can provide a Rescue Swimmer Drysuit that meets the requirements outlined in Attachment 1 - Requirements for the Rescue Swimmer Drysuit.

Responses

Responses to this notice should include company name, address, telephone number, and point of contact (POC). 

Please respond to the following questions:

1. Describe your product’s specifications and how it is capable of performing the required tasks.
2. Indicate the weight and dimensions of the product.
3. Describe what changes you need to make to your product to meet our desired needs as per attachment (1).
4. Please indicate the estimated leadtime your company will need to facilitate the development of your product to meet our needs.
5. Is your business a large or small business?
6. If your company is a small business, does your firm qualify as a small, emergent business or a small, disadvantaged business?
7. If a small, disadvantaged business, specify under which disadvantaged group you qualify for and indicate whether your firm is certified under Section 8(a) of the Small Business Act.
8. Is your company certified “hub zone”?
9. Is your company woman-owned or operated?
10. Is your company certified Service-Disabled Veteran-Owned?
11. Is your product listed on a General Services Administration (GSA) schedule?
12. Do you have other government agencies using the product? If so, please provide agency names, POCs and contract numbers.
13. If possible, provide any civilian user POCs for general usage of product questions. 

After review of the responses to this Sources Sought/RFI, and if the USCG plans to proceed with the acquisition, a Request for Quotes (RFQ) will be published on the Contract Opportunities website www.sam.gov. Responses to this Sources Sought/RFI are not adequate responses to any future RFQ.  All interested offerors must respond to the RFQ in addition to responding to this Sources Sought/RFI notice. Responses to this Sources Sought/RFI are NOT a request to be added to a list of prospective offerors or to receive a copy of the solicitation.
