    REQUIREMENT DESCRIPTION

    This is a Request for Information (RFI), NOT a Request for Quote (RFQ) or Request for Proposal (RFP). This RFI will be utilized for market research purposes ONLY, in order to assist with the planning and potential procurement of an Indefinite Delivery Indefinite Quantity for Architect-Engineer Facilities Support and Environmental Services across the continental United States.  

    The information provided in the RFI is subject to change and is not binding on the Government. Responses to these notices are not offers and cannot/will not be accepted by the Government to form a binding contract. All submissions become Government property and will not be returned.

    PURPOSE

    The purpose of this notice is to conduct additional market research for a known agency requirement. The Government seeks industry comments in response to specific questions listed below.

    The information gathered will be used to refine the scope, structure, and terms of a potential future solicitation.

    IAW FAR 15.201(c)(4), the Contracting Officer may host one-on-one meetings with any or all potential offerors who provide an adequate response to the RFI/SS, without further public notice.

    Tentative North American Industrial Classification System (NAICS) Code is 541330 –Engineering Services. Please NOTE: this is a tentative NAICS Code and may be subject to change as a result of additional market research.

    ANTICIPATED CONTRACT TYPE/PERIOD OF PERFORMANCE

    The Government anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The resultant contracts will have a continuous five-year ordering period.

    Individual task orders issued will be Firm-Fixed-Price (FFP) and will contain their own unique Period of Performance.

    Throughout the ordering period, the Government will monitor contractor performance via mechanisms such as Contractor Performance Assessment Reporting System (CPARS). The Government may also include provisions for on-ramping new contractors or off-ramping existing contractors to ensure a robust, competitive, and high-performing industrial base. The solicitation may also include 52.217-8, Options to Extend Services, for a potential six-month extension to the ordering period.

    4. Describe your firm's methodology for developing bridging documents (e.g., 35% design, performance specifications, and design criteria). Specifically, how do you ensure these documents clearly establish the Government's baseline requirements and quality standards, while preserving the flexibility necessary for the follow-on Design-Build contractor to innovate and optimize the final design?
    5. How has your firm adapted its design processes and teaming arrangements to align with the accelerated, two-phase design-build procedures emphasized in the FY26 NDAA?
    6. Under this IDIQ, your firm may develop the design criteria and bridging documents for future design-build construction solicitations. What is your strategy for mitigating the inherent Organizational Conflicts of Interest (OCI) that may preclude you or your subcontractors from competing on the follow-on construction contracts?
    7. Pursuant to the RFO, facility designs must now incorporate stringent Information Security and Supply Chain Risk Management (SCRM) requirements. How do you integrate these supply chain security standards into your initial design criteria and material specifications for design-build packages or 100% design package ensuring that components (e.g., HVAC controls, facility IT) meet cyber-hygiene mandates?
    8. Given the multi-installation footprint of AFRC, how do you manage decentralized ordering and rapid deployment of site investigation and design teams for concurrent design-build task orders across various geographic locations?
    9. This IDIQ will encompass both the development of conceptual bridging documents for Design-Build and 100% complete designs for traditional Design-Bid-Build execution. Describe your firm’s methodology for managing the distinct process shifts, quality control differences, and liability boundaries between these two delivery methods.
    10. Accurate construction cost estimating is critical for 100% design packages to prevent solicitation cancellations due to insufficient funding. How does your firm ensure cost estimates reflect real-time market volatility, supply chain constraints, and localized labor rates across various geographically separated AFRC installations?

    The Contracting Officer will review and consider all responses and/or questions received. However, the Contracting Officer is not required to implement any of the feedback and/or suggestions received. The Contracting Officer will not provide a written and/or verbal response to any questions received.
