Synopsis: The purpose of this RFI is to obtain detailed information to assist the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN Protection) in identifying readily available or COTS solutions for a single (non-ambulatory) patient system to support the BIQ PPTS program. This man-portable system will control and prevent the spread of biological threats (biothreats) while transporting a single, non-ambulatory infectious patient by air, rail, ground transport, or sealift.

Background: To address the goals and objectives of the Chemical and Biological Defense Program (CBDP) Enhanced Biodefense and Pandemic Preparedness Narrative and the National Biodefense Strategy and Implementation Plan, JPM CBRN Protection is in need of a man-portable system to control and prevent the spread of biothreats while transporting a non-ambulatory infectious patient. This RFI is issued to determine what solutions are available, and to obtain details about these systems to determine if they may be suitable for military use.
Description: This single (non-ambulatory) patient BIQ transport system must be man-portable and will consist of an enclosure for the infectious patient with an attached battery-powered air filtration system to generate a negative pressure inside the enclosure, provide sufficient air changes inside the enclosure, and filter exhaust air from the enclosure. Other features such as, but not limited to, inlet air filters, glove ports, pass-thru interfaces, and windows are needed for healthcare workers to provide care to the patient during transport.
Programs: This RFI is in support of the PPTS program, which is one of the three BIQ programs managed by JPM CBRN Protection. Requirements for the single (non-ambulatory) patient system are currently being developed, and a validated requirements document is anticipated in Fiscal Year 2026.

This RFI is issued solely for information and planning purposes and to identify potential COTS solutions. THIS IS NOT A SOLICITATION. No contract will be awarded from this RFI. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the U.S. Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The U.S. Government has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become U.S. Government property and will not be returned.
Not responding to this RFI does not preclude participation in any future RFP(s) if any is(are) issued.
