The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) Division A, on behalf of the U.S. Army Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Engineering and Systems Integration (ESI) Directorate, Cyber Security Division (CSD), intends to award a task order under the GSA OASIS+ multiple award indefinite-delivery indefinite-quantity (IDIQ) contract to attain Research, Development, Test and Evaluation (RDT&E) engineering and technical support services for the CSD. CSD supports the ESI Directorate in a broad range of unclassified and classified C5ISR projects and programs in support of the Soldier and the U.S. Army Combat Capabilities Development Command (DEVCOM).
The Contractor shall provide the following support: research, development, proof of concept, extensive test & evaluation, integration, validation, mission assurance, resilience & software assurance, prototyping, demonstration of cryptographic technologies, COMSEC, transmission security, tactical network protection, key management, cybersecurity, risk assessment, and certification and accreditation to ensure all systems meet stringent DoD, NSA and industry standards.
The Contractor will also oversee information assurance, enterprise network operations, enterprise domain operations, enterprise cyber defense, and develop plans to divest outdated encryption technologies.
NOTE: This RFP is issued under the OASIS+ multiple award IDIQ contract vehicle and is being competed in accordance with the fair opportunity ordering regulations set forth in Federal Acquisition Regulation (FAR) 16.505. The competition requirements of FAR Part 6 and the policies and procedures of FAR Subpart 15.3 do NOT apply to this Fair Opportunity RFP. The use of the FAR 16.505 fair opportunity process does not obligate the Government to determine a competitive range, conduct formal discussions, solicit proposal revisions, or use or be bound by any source selection technique associated with FAR Subpart 15.3. All procedures are at the sole discretion of the Government as set forth in this RFP. Submission of a proposal in response to this RFP constitutes the Offeror’s express acknowledgement to that effect.
