RINSE WATER CONTROL SYSTEM UPGRADE

A00001 - Extension of Solicitation until 27 March 2025 at 2PM EDT. 

A00002 - Extension of Solicitation until 1 April 2025 at 2PM EDT. 

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03825QK0000014 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-03, effective 17 January 2025.

IAW FAR 6.302-1(a)(1), the United States Coast Guard (USCG) Aviation Logistics Center (ALC) plans to award a purchase order on a sole source basis and negotiate only with Siemens Industry, Inc. (CAGE Code 1HLQ3) as the only known source of supply. In compliance with FAR 5.102(a)(6), a redacted copy of the justification and approval for other than full and open competition is attached to this solicitation.

The applicable North American Industry Classification System (NAICS) code is 811210. The small business size standard is $34 Million. This is an unrestricted requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

The United States Coast Guard (USCG) requires the upgrade of the Siemens Rinse Water Delivery System (SRWDS) to increase safety in Elizabeth City, North Carolina.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis for the supplies and services described below and in the attached “Schedule of Supplies and Services”. All offered pricing shall include delivery and installation. Installation means that the SRWDS is fully operational in accordance with the attached Statement of Work (SOW) Section 3.0. The required delivery date is within ninety (90) days After Receipt of Order (ARO).

A full description of the Phase 1 and Phase 2 Requirements along with the evaluation criteria may be found in the attached “Instructions to Offerors”.  The attached Statement of Work (SOW) provides a detailed description of the work to be performed by the successful Offeror. Concerns having the expertise and required capabilities to provide these items and services are invited to submit offers in accordance with the requirements stipulated in this solicitation and its’ attachments. All items shall be NEW approved items.
