Department of Commerce, NOAA Acquisition and Grants Office (AGO), Corporation Services Acquisition Division (CSAD), proposes to enter into a contract on the basis of other than full and open competition in support of the Office of the Chief Administrative Officer (OCAO).

Description of supplies or services required to meet agency needs.

The OCAO requires a total of 26 licenses for RS Means Full Library data access. The OCAO manages major construction projects, in addition to repair and alteration projects. The project managers rely on the dataset available through RS Means to build accurate construction cost estimates necessary to manage their projects.

Justification

The RSMeans online data is the most comprehensive source of accurate construction cost estimates on the market today and is used widely by estimators, architects, and engineers due to the accuracy and reliability of the data.  RSMeans database provides a wide variety of data that allows the user to quickly and easily generate an accurate cost analysis of a new project or renovation. RSMeans cost data is researched thoroughly by a team of professionals who are well-versed in assessing both current and project costs for key components of any given construction project.

OCAO uses RSMeans with the ARCHIBUS Total Infrastructure Facilities Maintenance System. RSMeans is also the primary estimating factor within the NOAA BUILDER Sustainment System. Not using RSMeans would have a severe negative impact on both of these systems.

The market research revealed that subscription to the RSMeans database is licensed through RS Means Company, LLC, which is a subsidiary of the Gordian Group, Inc., and that is the sole provider of this product.
