    Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 21 hereby provides notice of its intent to award a sole source, firm, fixed-price bridge contract to B & B Environmental in accordance with FAR 6.302 Circumstances Permitting other than Full and Open Competition. NAICS code: 562112 Hazardous Waste Collection (SBA Size Standard $47.0 million). Description of Services: The Task Order is for the VA Northern California Healthcare System (VANCHCS) for universal waste removal services for a base period of one year with four (4) one year option periods. The purpose of this term contract is to establish universal waste pick-up and disposal for the Department of Veterans Affairs - Northern California Health Care System (VANCHCS) facilities as mandated by the Resource Recovery Act and the California Environmental Protection Agency. This contract is for the convenience of VANCHCS. Universal waste management services shall include; storage, transportation and disposal/recycling of universal waste. Sites included under this contract will be at nine VANCHCS Medical Centers and Outpatient Clinics (OPC) located in: Mather, Redding, Chico, Yuba City, Auburn, McClellan, Martinez, Mare Island, Stockton, Sonora and Modesto. It is the Government's intention to solicit and negotiate with only this source. There has recently been turnover of VA Clinics from one Service station to another Service station which has resulted in multiple waste removal contracts for single sites. While this re-alignment has taken place, waste removal has lapsed at numerous sites within the VANCHCS and must be immediately restored for the health and safety of VA patients and employees. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES AND THERE IS NO SOLICITATION. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses to this requirement must be received no later than September 3, 2025, 3:00 p.m. PST and be submitted via email only to Durell Salaz (durell.salaz@va.gov) with Response to Intent to Sole Source 36C26126Q0011 in the subject line. The Department of Veterans Affairs, NCO 21 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered and phone calls will not be returned. All responses from responsible sources will be fully considered. All documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. See attached document: P09 SOW Universal Waste FINAL.
