    Notice of Intent to Sole Source Verified SDVOSB (Municipal Solid Waste Services) Agency/Office: Department of Veterans Affairs, Network Contracting Office 10 / Louis Stokes Cleveland VA Medical Center Title: Notice of Intent to Award a Sole Source SDVOSB Contract Municipal Solid Waste and Recycling Services NAICS: 562111 Solid Waste Collection PSC: Housekeeping- Trash/Garbage Collection Estimated Value: $249,116.00 for the 12 month period of performance Type of Contract: Firm Fixed Price, Single 12 Month Period Description of Requirement The Department of Veterans Affairs (VA) requires municipal solid waste collection, transportation, disposal, and associated recycling services for the Louis Stokes Cleveland VA Medical Center and associated locations, including the VA Annex, Greater Cleveland Fisher House, and Transitional Residence (TR) House in Cleveland, Ohio. Services include provision and servicing of compactors, open top containers, and front end load dumpsters sized and placed to support continuous hospital, residential, and administrative operations. The anticipated period of performance for this action is a single 12 month period from 7 April 2026 through 6 April 2027. Intent to Award on a Sole Source Basis to a Verified SDVOSB The VA will award a sole source contract for these services to HAMILTON ALLIANCE, INC., a verified Service Disabled Veteran Owned Small Business (SDVOSB) concern, currently listed as eligible in the applicable SBA/VA database at the time of this notice and anticipated award. HAMILTON ALLIANCE, INC. is registered in the System for Award Management (SAM) and is eligible for Federal contract award. HAMILTON ALLIANCE, INC. is the current provider of these municipal solid waste services at the Cleveland VAMC and associated locations, and the existing agreement ends on 6 April 2026, immediately prior to the required start of the new period of performance. The Contracting Officer has determined that award of a one year, firm fixed price contract to this verified SDVOSB at the proposed price of $249,116.00 is in the best interest of the Government and is authorized under VA s Veterans First Contracting Program. Authority This action is authorized by 38 U.S.C. 8127(b) and (c) and VA Acquisition Regulation (VAAR) 819.7008, which permit sole source awards to verified SDVOSBs using other than competitive procedures when the anticipated value does not exceed $5,000,000, the requirement is synopsized, the SDVOSB is a responsible source, and award can be made at a fair and reasonable price that represents best value to the Government. The Contracting Officer is exercising this statutory and regulatory authority and is proceeding under FAR 6.302 5(b)(6), Authorized or required by statute, together with Simplified Acquisition Procedures in FAR Part 13 for a requirement within the Simplified Acquisition Threshold. The Contracting Officer has full authority to make this SDVOSB sole source award under these provisions and is doing so for this requirement. Rationale and Urgency The Cleveland VA Medical Center generates municipal solid waste at a rate that requires near daily collection, including hauling of a 40 yard compactor five times per week and a 30 yard compactor three times per week at the Wade Park campus, along with regular services at the TR House, Learning Exchange, and Fisher House. At this volume and frequency, even a brief interruption in service after 6 April 2026 would cause compactors and dumpsters to reach capacity within days, leading to overflowing waste at clinical and residential support locations, attracting pests and vermin, creating strong odors, and presenting an immediate infection control, public health, and regulatory compliance concern in a hospital environment. Because these impacts would materialize in days rather than weeks, the VA cannot accept a service gap while conducting a new competitive acquisition; uninterrupted service is essential to safe and compliant operation of the medical center. The requiring activity has defined the Government s need as a single 12 month period of performance and intends to re evaluate requirements and acquisition strategy after this period; accordingly, the VA is limiting this action to one year and is not seeking a longer term commitment at this time. The Contracting Officer has reviewed HAMILTON ALLIANCE, INC. s one year proposal and determined the price to be fair and reasonable for the work described, based on the level of effort, container configuration, and pickup frequencies reflected in the quote. Informational Notice Only This notice is issued solely to comply with the synopsis requirements of FAR Part 5 and VAAR 819.7008. It is not a request for quotations or proposals, and no solicitation will be issued. The Government does not intend to consider or evaluate statements of capability, expressions of interest, or proposals from other vendors in response to this notice, and no additional information will be provided. The VA will proceed with a sole source award to HAMILTON ALLIANCE, INC. under the authority cited above unless agency needs change.
