    Construction Magnitude between $10 million and $25 million

    1.1  SCOPE

    a. Furnish construction industrial support to the Naval Surface Warfare 
    Center, Philadelphia Division (NSWCPD) in Philadelphia PA.

    b. Navy shipboard machinery and related support systems and components that 
    will be the focus of the industrial support services required, may include, 
    but shall not be limited to, the following:

    (1) Electrical power systems: switchboards, motor-generator sets,   
    transformers, distribution equipment, power converters and cabling for 
    systems up to 50MW and 13.8 KV.
    (2) Gas and Steam Turbine Engines and Generators.
    (3) Diesel Engines and Generators.
    (4) Shipboard Propulsion Motors and similarly rated Load Generators and 
    Waterbrakes.
    (5) Control systems and control rooms: control consoles, control interface 
    units, system instrumentation, control cabling, networking switches and 
    fiber optic cable systems, video camera systems, communication systems, 
    building automation systems, fire alarm systems and data acquisition 
    systems.
    (6) Machinery Shafting and Transmission systems: reduction gears, speed 
    increasing gears, clutches, bearings, shafting, machinery couplings and 
    alignment systems.
    (7) Machinery Foundations: welded plate structures, concrete-filled steel 
    structures, precisely machined mounting surfaces, and shock and 
    vibration mount systems.
    (8) Structures: equipment platforms, access platforms and walkways, engine 
    intake and exhaust ducting, auxiliary equipment foundations, and piping 
    and electrical system support structures.
    (9) Piping systems: fuel oil, lube oil, hydraulic oil, cooling water, sea 
    water, fresh water, deionized water, domestic water, drains, compressed 
    air, start air, FM 200, and engine bleed air systems (systems with 
    pressures up to 6500PSI and temperatures as high as 1200 degrees).
    (10) Heating, Ventilation and Air Conditioning (HVAC) systems.
    (11) Civil systems: concrete foundations, piles, bricks, blocks, roof 
    systems, walls, flooring, etc.
    (12) Hull and deck machinery: weapons handling and stowage equipment 
    elevators.
    (13) Auxiliary equipment: pumps, compressors, blowers, fans, heat 
    exchangers, etc.
    (14) Any other shipboard machinery, equipment or related systems regardless 
    of type or size required by task order.

    b. Provide construction support in accordance with design drawings and 
    design specifications provided by the Government with each individual task 
    order.

    c. Construction support shall primarily be in any of the Navy shipboard 
    machinery, located on the Philadelphia Naval Business Center, Philadelphia, 
    PA 19112-5083.  Where adequately available, the Contractor shall connect 
    installed equipment to existing utilities required for the equipment being 
    installed.  Tie-in locations for utility points of connections shall be 
    submitted to COR/TPOC who then is responsible to provide a copy to Code 362 
    for review and approval.  Equipment installation shall be complete and 
    operable in all respects including connection to all utility sources, 
    installation of controls, emergency shutdown, etc.

    d. When required, provide construction, renovation, demolition, and 
    facility construction/maintenance support for buildings, Navy shipboard 
    machinery, located on the Philadelphia Naval Business Center, 
    Philadelphia.  This support shall include, but not be limited to: minor 
    construction; office renovations; office configuration and moving; roof 
    repair and replacement; roof preventative maintenance; heating, 
    ventilation, and air conditioning; cooling system controls; fuel system 
    repair; electrical system upgrades; and elevator certification and 
    maintenance.
