SEAMLESS IDENTITY AUTOMATION (SIA) BROAD AGENCY ANNOUNCEMENT (BAA)

The Transportation Security Administration (TSA), Requirements and Capabilities Analysis (RCA), is requesting White paper submissions under Broad Agency Announcement (BAA) 70T04025BAA7573SIA (Attachment A) to improve its understanding of existing electronic access control, combined with automated identity verification capabilities to identify vendors capable of providing rapidly deployable systems for assessment in live airport environments in accordance with the schedule below, and in Section 5D of Attachment A, at no cost to the Government.

Questions: All questions related to this BAA, including both content and submission process questions, are due by 1:00 pm, October 1, 2025, and should be directed to the Operations Improvement Branch Inbox at OI@tsa.dhs.gov. Vendors should expect a response no later than 48 hours after the question has been submitted. See Attachment A for additional instructions.

Submissions: All white paper submissions are due October 5, 2025. Vendors shall submit responses to the SIA BAA by email to OI@tsa.dhs.gov  with the subject line SIA BAA Submission from (Company Name). See Attachment A for additional instructions. 

Notional Schedule:

While all dates are subject to change, the notional schedule for the SIA BAA is as follows:

• White Paper Submissions Due: 11 calendar days after announcement
• White Paper Review Period: 18 calendar days after announcement
• Selection Notification to Vendors: 18 calendar days after announcement
• Establishment of an MOA or CRADA: 18- 32 calendar days after announcement
• Delivery to Assessment Location Due: 46 days after announcement
