    Description

    United States Army Corps of Engineers (USACE), Seattle District, Seattle, WA intends to issue a sole-source, firm-fixed price award to Brooks Applied Labs, 13751 LAKE CITY WAY NE, STE 108, SEATTLE, WA 98125 USA LLC IAW FAR 12.102 (a). This project is designed to provide defensible data for a new water quality criteria for the EPA, and an extremely low selenium detection level is required. Low detection level selenium analysis is a highly specialized laboratory service that is offered by a limited number of labs in the United States. Brooks Applied Labs is one of the few labs in the country to offer low level selenium analysis, it is located in the King County metro area in the city of Seattle Washington, and the lab is being used by the USGS, Montana DEQ and Teck to provide all other selenium data for this project since 2015. Brooks Applied Lab is the only lab that will allow Seattle District Water Management to meet the requirement of providing comparable and compatible selenium data to MDEQ, USGS, Teck, and the EPA. Use of Brooks Applied Labs would allow the Seattle District to collect water quality samples at Libby Dam and Albeni Falls Dam and be able to deliver the samples within strict holding times. Furthermore, all previous selenium data collected by the USGS, MDEQ, and Teck for this project were submitted to Brooks Applied Labs. Because low level selenium analysis is a difficult and highly specialized laboratory analysis, lab to lab data variability is possible. Data comparability and compatibility are needed for this project to be successful. Consequently, use of Brooks Applied Lab would assure that data collected would be comparable and compatible with data collected from 2015 through 2025.

    This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.

    Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their products capabilities and specifications. This procurement will be prepared in accordance with RFO FAR Part 12, Acquisition of Commercial Items Procedures.
