    Requirement Description: The Government requires the production and delivery of fifty-five (55) MILES IWS2 kits (to include harnesses, halos, and Small Arms Transmitters), and the execution of a five (5) day New Equipment Training (NET) event in Senegal.

    Period of Performance & Funding: The Period of Performance for this effort is anticipated to be 01 October 2026 through 31 December 2027. This execution window accommodates hardware production, extended Defense Transportation System (DTS) shipping transit times, and the subsequent execution of the NET event. This effort utilizes 10 United States Code (U.S.C.) Section 333 Building Partner Capacity (BPC) funds which will be obligated prior to their statutory expiration on 30 September 2026.

    Statutory Authority: The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with one source, Cubic Defense Applications, Inc., under the authority of 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This equipment is proprietary to Cubic, the Original Equipment Manufacturer (OEM). Cubic possesses unique qualifications that include proprietary hardware and software architectures, knowledge of the equipment’s design, and the technical data required to ensure mission-critical interoperability with U.S. and Allied forces during joint training exercises.

    Market Research: The requirement is being solicited on a sole-source basis. The Government conducted market research in accordance with FAR Part 10. Sources Sought Notice,

    PANORL-26-P-0000-026741, was posted to SAM.gov on 13 May 2026 and closed on 26 May 2026. Market research concluded that Cubic is the only responsible source that possesses the intellectual property rights and engineering capabilities to independently manufacture and meet the technical specifications for the MILES-IWS2 system.

    Submission Instructions: THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will NOT be issued, and requests for copies of a solicitation will not be honored or acknowledged. However, the Government will consider all responses received within 10 days of the publication of this notice.

    Firms who want to challenge the sole-source determination must submit an interest letter that clearly demonstrates their firm's ability to manufacture and meet all original OEM specifications without requiring reverse-engineering, acting as a non-manufacturing pass-through reseller, or causing unacceptable mission delays. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government.
