The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award based on lowest price technically acceptable in accordance with FAR 13.106-1. The Volpe Center has been supporting the US Defense Threat Reduction Agency (DTRA), and the North Atlantic Treaty Organization (NATO) in a strategic update of the Republic of Georgia Coast Guard surveillance systems. In order to update an aging maritime surveillance system, The Volpe Center requires the Shine Micro receiver because it is the standard receiver deployed under the U.S. Navy's International Integration Program Office. Furthermore, the Shine Micro receiver is the only receiver that is fully compatible with the existing maritime sensor infrastructure operated by the Republic of Georgia Coast Guard. Use of an alternative receiver would require system modifications and could jeopardize interoperability and mission continuity.
