THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). NO SOLICITATION IS

AVAILABLE AT THIS TIME.

This solicitation will be under the procedures of Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part12, as implemented by Class Deviation 2026-O0028 (FEB 2026), for the anticipated procurement of NSN# 8150-01-463-8553, 20'X8’X8'6" SEA/LAND CARGO CONTAINER, END-OPENING ON ONE END

The solicitation number will be SPE8ED-26-Q-0467.

Containers must comply with ISO standards.

SURPLUS CONTAINERS WILL NOT BE ACCEPTABLE FOR THIS REQUIREMENT.

COLOR: Federal Standard 595 (FED-STD-595/34094 Camo-Green) with ISO markings in white.

QUANTITY:  Price breaks will be required per clin/location.

QUOTE SUBMISSION:

The DLA Internet Bid Board System (DIBBS) electronic upload is the sole method of quote submission. A copy of the solicitation will be made available via DIBBS, https://www.dibbs.bsm.dla.mil./  DIBBS is a web-based application that provides the capability to search for, view, and submit secure quotes for Defense Logistics Agency (DLA) items of supply. Mailed offers, e-mailed offers, hand-carried offers and facsimile offers are NOT authorized for receipt of quote.

A solicitation will not be emailed to interested parties. All interested parties must access SPE8ED-26-Q-0467 via DIBBS.

When the solicitation is published on DIBBS, the Government’s requirement will be fully outlined in the solicitation.

If the offeror is unable to timely upload its proposal in DIBBS, this will not constitute an acceptable excuse to submit a late offer.
