    2. Background

Military training environments contain significant and inherent risks, including terrain hazards, extreme weather, wildlife, and other environmental factors. Over the past several years, these hazards have contributed to multiple serious injuries and fatalities during training events.

In response to a Soldier fatality during a land navigation exercise, the Vice Chief of Staff of the Army (VCSA) directed the development of a persistent, real‑time monitoring capability. The Soldier Monitoring System (SMS) was created to provide:

    • Real‑time geo‑tracking
    • Automated no‑motion alerts
    • Boundary breach alerts
    • Soldier‑initiated emergency alerts (SOS)
    • Data reporting and analytics to support risk mitigation

USADSA requires technical support services, system sustainment, and compatible hardware to ensure continuous operation of SMS across training environments.
