EST Naval Surface Warfare Center, Crane Division (NSWC Crane) has a requirement for engineering services and supplies to support AN/SPY radar system, MK99 fire control system (FCS), AN/SPS-49 radar system, associated transmitter groups and ancillary equipment. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with one source, Raytheon Company; 1001 Boston Post Rd E, Marlborough, MA, 01752-3770, under the authority of FAR 6.302-1 (statutory authority 10 U.S.C. 3204(a)(1)), Only One Responsible Source. This is being sole sourced because Raytheon is the only source capable of providing the required services and supplies in support of these specialized systems. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to enter into a Basic Ordering Agreement (BOA) for services and supplies with a one (1) year ordering period in support of the AN/SPY Radar, MK99 FCS, AN/SPS-49 Radar, associated transmitter groups, and ancillary equipment. The anticipated contract award maximum is estimated to be $99,900,000. Periodic reviews and synopsis of BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify requirements and all applicable delivery terms and conditions. A Solicitation will NOT be posted to https://www.sam.gov due to the sole source nature of the action. Job Order (JO) 0001 is anticipated to provide engineering services and supplies for modernization improvements, capability enhancements, sustainment/readiness and upgrades of the AN/SPY Radar System, AEGIS MK99 Fire Control System, Radar Transmitter Groups, and Ancillary Radar System Equipment. Miscellaneous supplies and travel may also be included on JO 0001. Contractors must be properly registered in the System for Award Management (SAM).
