Naval Surface Warfare Center (NSWC) Crane has a requirement for a new Job Order N0016425FW003 under Basic Ordering Agreement N00164-20-G-WS46 for engineering services associated with the Joint Tactical Terminal – Receiver (JTT-R), in support of the Airborne Electronic Attack (AEA) Fleet Support Team (FST).

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, DRS Advanced ISR LLC. 2601 Mission Point Blvd, Ste 250 Beavercreek, OH 45431-6600, under the authority of FAR 6.302-1(a)(2)(iii)(A).This is being sole sourced because no other source other than DRS currently has the requisite knowledge and experience to satisfy the agency’s requirements. Utilizing another source would result in significant duplication of costs and time delay.

The proposed contract action is under the North American Industry Classification System code (NAICS) 541330 – Engineering Services. The period of performance is expected to be five years from May 2025 with one (1) base year and four (4) one year option periods. The primary place of performance will be at the contractor facility. A formal solicitation will not be posted to the sam.gov website. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
