SOURCES SOUGHT ANNOUNCEMENT FOR REPAIR SERVICES ON AN/AAS-53A, COMMON SENSOR PAYLOAD (CSP).

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), is conducting market research for Services to support Shop Replaceable Unit (SRU) repairs for the Common Sensor Payload (CSP), NSN 5855-01-641-5099. The original equipment manufacturer (OEM) of CSP is Raytheon Company (McKinney, TX), producer of the Multi – Spectral Targeting System product line of sensors.

Requirements Description:

The CSP is a turreted, multi-sensor, Electro-Optic Infrared Sensor with a Laser Designator designed to provide the user with day/night imaging capabilities for reconnaissance, intelligence, surveillance, target acquisition, and target designation. The CSP’s capabilities consist of, but are not limited to; operating day or night in all weather and at various altitudes, detecting and recognizing operationally meaningful targets at survivable standoff ranges, providing the location coordinates and auto tracking of designated targets, displaying continuous high resolution imagery, and deliver ordinance within acceptable targeting parameters from a manned or unmanned aerial platform.

To support repairs of SRUs, contractors must be able to properly diagnose failures, procure and provision lower parts/assemblies, and have the required support equipment to facilitate repairs. Interested contractors shall have a Secret Facility Clearance with Secret Safeguarding Requirements.

Raytheon currently maintains configuration management of the CSP hardware and maintains the software source code. The Government has limited documentation on hardware modules and the software source code. Consequently, the Government does not have the detailed documentation or source code to provide to a third party. A technical data package is not available.

The planned acquisition is a five (5) year Cost-Plus-Fixed-Fee (CPFF)/Firm-Fixed-Price (FFP)/Cost Reimbursement (CR) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract.
