This is a Sources Sought Notice issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. This notice is for planning purposes only and is intended to determine if this requirement can be obtained competitively.
This Sources Sought should not be construed as a commitment by the Government for any purpose. This is not a Request for Proposal, and no contract will be awarded from this notice. This notice does not constitute a procurement commitment, implied or otherwise, by the U.S. Air Force. Respondents SHALL NOT provide any cost or pricing data in response to this Sources Sought. If a solicitation is released, it will be synopsized and posted on the System for Award Management (SAM.gov) website. It is the responsibility of potential offerors to monitor SAM.gov for additional information, including any subsequent solicitation.
1. DESCRIPTION OF REQUIREMENT
The 28th Contracting Squadron at Ellsworth AFB is seeking potential sources to provide all necessary labor, supervision, equipment, supplies, and materials to support a Contractor Operated Civil Engineer Supply Store (COCESS). The contractor shall acquire, issue, deliver, and store a wide variety of materials (including hazardous materials), equipment, parts, tools, and supplies for construction, facility maintenance, and repair for use by authorized government personnel. The predecessor contract is FA469022D0002, a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract.
2. OBJECTIVE
The objective is to provide a simplified method for authorized personnel to purchase quality materials, tools, and equipment for work orders, construction projects, recurring maintenance and repair, and self-help work. The store shall be located on Ellsworth AFB to provide easy access for authorized individuals and will contain a wide variety of commercial and industry products, similar to items found in commercial hardware and lumber stores (e.g., Lowe's, The Home Depot). All work will be performed in accordance with the attached Statement of Work.
3. SMALL BUSINESS & MARKET RESEARCH CONSIDERATIONS
The Government is issuing this Sources Sought Notice to specifically assess the capabilities of the small business community to perform the requirements outlined. All interested small businesses are encouraged to respond.
Furthermore, as the designated North American Industry Classification System (NAICS) code is for manufacturing, the Government is considering a potential waiver of the Non-Manufacturing Rule (NMR) for this acquisition. Responses to this notice will be used to support the determination of whether an NMR waiver is appropriate.
4. ANTICIPATED PERIOD OF PERFORMANCE & CONTRACT TYPE
It is anticipated that the contract will be a Firm-Fixed Price (FFP) vehicle with a five (5) year base period and five (5) one-year option periods. The estimated period of performance is from October 2026 through September 2036. The North American Industry Classification System (NAICS) for this effort is 332510 – Hardware Manufacturing.
5. SUBMISSION INSTRUCTIONS
Respondents are requested to submit a Statement of Capability package, which shall not exceed eight (8) pages. The package must include the following:
a. Company Information: Company name, address, point of contact with email address and telephone number, CAGE Code, and Unique Entity ID. Your company must have an active registration in the System for Award Management (SAM.gov).
b. Statement of Capabilities: A demonstration of the skills, experience, knowledge, and capabilities necessary to perform the work specified. Please limit relevant past performance to the last three years and include Contract Number(s) and the Customer/Agency name.
Capability packages and any questions regarding this notice shall be sent via email to Joseph Mace at joseph.mace.3@us.af.mil. The deadline for question submission is 14 May 2026. Oral communications are not acceptable.
Any information submitted by respondents is strictly voluntary. All submissions become Government property and will not be returned. Please be advised that all Government and contractor personnel reviewing submissions will have signed a non-disclosure agreement.
