SOURCES SOUGHT - POTENTIAL MANUFACTURERS/SOURCES FOR NSN 1650-00-241-8858UC C-5 CYLINDER ASSEMBLY

SUBJECT

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 hydraulic Aft ramp cylinder feedback and servo assembly NSN 1650002418858UC, PN 21575-7.   

ITEM DESCRIPTION

Item is used on the C-5 Galaxy aircraft as an integral hydraulic (3000 pounds per square inch) actuator on aircraft aft ramp cylinder feedback and servo assembly.  Assembly is 12 inches in length, 7.0620 inches in width, 8.1870 inches in height, and weighs 11.75 pounds.  Item material is aluminum alloy and steel.     

Impediment to Competition

The original equipment manufacturer for this item is Goodrich Aerospace Canada LTD. (CAGE 02121) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Goodrich Aerospace Canada LTD is the only known source with adequate knowledge of the subject cylinder assembly’s performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. 

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Goodrich Aerospace Canada LTD for the manufacture of the subject cylinder assembly in support of the C-5 aircraft.  Other interested parties may identify their interest and capability to respond to the requirement no later than December 3, 2024, by emailing Robert Berg at robert.berg.9@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
