THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

DLA Weapons Support, hereby provides notice of its intent to award a sole-source, IDIQ contract consisting of a Base Year and 4 option years to ERVIN INDUSTRIES, Cage code 55807.  The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other than Full and Open Competition has been prepared.

a.  ASTM B 215  Method B will not be used to draw samples for testing.  Keystone samplers and sample splitters will not be used.  A representative sample will be drawn from drums per the following sample schedule.

b.  For hardness testing, ten particles will be tested from each sample per SAE J1993 paragraph 10.4 and ASTM E 384.  Three hardness readings will be taken on each particle.  Ninety percent of the hardness readings for each sample shall be within the specified range.  

C.  The samples will be tested for conformance to other chemical and physical properties as defined in SAE J1993.

d.  If one sample fails the entire order shall fail and all batches delivered as part of that order shall be rejected.  Sampling and testing of each batch delivered shall not be required.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than

 January 9, 2026 at 08:00 AM Pacific Time.

A determination not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

DLA Weapons Support will NOT be responsible for any costs incurred by interest parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
