SPE60525R0221 AMENDMENT 0011 COG 8 POSTS, CAMPS AND STATIONS

Amendment 0011 is hereby issued against COG 8 Solicitation SPE60525R0221.  Offerors are required to complete SF-30, Blocks 15A. through C., Page 1 only, and return via electronic email to the email addresses listed in item 3 by October 21, 2025 at 8:00 pm (EST) Fort Belvoir, VA local time.  This amendment is open to all SPE60525R0221 Respondents only.

The purpose of this Amendment 0011 is for Cluster 8 and Cluster 13 line items only is for the following reasons:

1. Offerors shall submit a Statement of Compliance for all line items offered for Cluster 8 (Line Item 00018 – Turbine Fuel, Aviation (JAA)) and Cluster 13 (Line Items 0042 – Gasoline, Automotive (MUR), 0043 – Diesel Fuel (DS2) and 0058 – Gas Oil, Marine (MGO)) and  comply with all requirements in accordance with FAR 52.212-2, ADDENDUM TO EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021), Factor 1 – Technical Capability, Subfactor 1: Statement of Compliance and Attachment E – DLA Energy Quality Provisions – C-E QAPS as follows:

Example: ABC Corporation proposes to deliver Turbine Fuel, Aviation (JP8) conforming to specification C16.64-1 TURBINE FUEL, AVIATION (JP8) (INLAND EAST GULF/OFFSHORE) (ROCKY MOUNTAIN/WEST) (WESTPAC) (ATL/EUR/MED) (PC&S) (DLA ENERGY OCT 2022) (ATTACHMENT E – DLA ENERGY QUALITY PROVISIONS C-E QAPS).

2. Offerors shall provide COAs\COQs for Cluster 8 (Line Item 0018, Turbine Fuel, Aviation (JAA)) and\or Cluster 13 (Line Item 0058, Gas Oil, Marine (MGO)) fuel types in accordance with FAR 52.212-2, ADDENDUM TO EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021), Factor 1 – Technical Capability, Subfactor 2: Certificate of Analysis\Certificate of Quality.   

Offerors shall identify each line item to the applicable COA\COQ for all offered line items (fuel product) as follows:

3. Offerors shall provide Letters of Commitment and comply with all requirements in accordance with FAR 52.212-2, ADDENDUM TO EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021), Factor 1 – Technical Capability, Subfactor 3: Letters of Commitment.

5. All other terms and conditions remain in effect and unchanged.
