SPECIAL NOTICE- INTENT TO SOLE SOURCE A BLANKET PURCHASE AGREEMENT FOR CLO ENTERPRISE SOFTWARE LICENSES

U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division in support of U.S. Army Combat Capabilities Development Command, Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price (FFP) type Blanket Purchase Agreement (BPA) on a sole source basis to CLO Virtual Fashion, LLC, located at 285 Fulton St, FL 58, STE T, New York, NY 10007 under the authority prescribed in FAR 13.106-1(b)(1). It is anticipated that the BPA will have a five year ordering period with a total ceiling for all delivery orders of approximately $249,999.99. Delivery orders issued against this BPA will not be synopsized separately. Award of this BPA is anticipated to be on or before October 31, 2025.

The requirement is for the purchase of approximately three to eight annual software licenses per year over the five year ordering period for CLO Enterprise Software—3D clothing design software and academic subscription for certain War Department activities at Natick Soldier Systems Center. These licenses will include software upgrades, maintenance, bug fixes, and support.

CLO Enterprise Software was created by CLO Virtual Fashion, LLC. CLO has been determined to be the only viable contractor for this effort. Other vendors have been considered, but CLO Virtual Fashion directly sells licenses for this software. CLO does not authorize resellers of this software, and no equivalent products or services that will meet the Government’s requirements are known.

The limiting competition document for this action has been attached to this Notice. It contains further information about the Government’s requirement and justification.

The North American Industry Classification System (NAICS) code for this requirement is 513210 – Software Publishers; the size standard is $47,000,000.00 in gross revenue.

All costs associated with responding to this Notice will be solely at the expense of the interested party. The U.S. Government will not pay for any information or administrative cost incurred in responding to this Notice.
