    This is a Combined Synopsis/Solicitation for the acquisition for the Spectrum Analyzers.

    Please see attached SF 1449 and Statement of Work for further details.

    (i)     This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.

    (ii)  Solicitation Number: FA930226Q0096 is issued as a request for quotation (RFQ) for the Spectrum Analyzers. Please provide the full solicitation number on all packages. This acquisition is using the Best Value Tradeoff Approach With Technical as the primary factor and Price as the secondary factor. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

    Offerors may utilize the attached SF1449 to complete quote information in addition to a separate quote (in PDF format); ensuring the quote contains information and pricing for all contract line items (CLINs) included on the SF1449. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

    This solicitation is issued as a Request for Quote (RFQ).

    (iii) This solicitation document and incorporated provisions and clauses are in effect through Revolutionary Federal Acquisition Regulations Overhaul 2025-11, R-DFARS Change 02/01/2026. The North American Industry Classification System (NAICS) number for this acquisition is 334515 “Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals” with a size standard in number of employees of 750.

    Period of Performance will be date of award – 12 months.

    Technical Approach

    Completed copy of RFO 52.222-48 Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification.

    (v)  The provision at RFO Part 52.212-2, Evaluation—Commercial Products and Commercial Services (Oct 2025) applies to this acquisition.

    The selection will be made using the Best Value Tradeoff Approach with Technical as the primary factor and Price as the secondary factor. Technical – Contractor MUST meet the technical requirement as described in Attachment 1 as well as the information below:

    EVALUATION FACTORS

    1.   Technical Acceptability - Primary Factor (Most Important Factor) - Contractor MUST meet ALL the technical elements - See Attachment 1 and Read the SOR Attachment 2 thoroughly.

    2.   Other Considerations as described below (2nd Most Important Factor)

       a. The squadron currently has a critical shortfall of engineering personnel and no available billets to assign dedicated personnel to develop scripts for these units. A built-in SCPI recorder is a KEY because it will enable our existing RF engineers to automatically generate the necessary code and execute the automated test environment (ATE) without requiring unavailable software development resources.

       b. Work Stoppage / Schedule Failure: Without the automated SCPI recorder, the testing phase cannot proceed, as the command lacks the specialized software engineering personnel required to manually write the test scripts. Attempting to hire, contract, or re-allocate software developers to this effort would cause an unacceptable schedule delay, will cause the program to miss its mandatory Initial Operational Capability (IOC) deadline.

    3.    Price - Third Factor.

    The ability to provide Spectrum Analyzers with technical specifications will be assigned ratings of satisfactory or unsatisfactory.

    The Government will award a purchase order resulting from the RFQ to a responsible offeror whose quote is responsive to the RFQ and considered to be the Best Value.

    Offerors shall include complete copies of applicable provisions, which are included in SF1449. Offers will be considered incomplete if these are not included with the quote.

    The clause at RFO Part 52.212-4, Terms and Conditions—Commercial Products and Commercial Services (Oct 2025), applies to this acquisition.

    Additional Contract Requirement or Terms and Conditions: Please find a contemplated list of additional provisions/clauses in the attachments; the final list of clauses is dependent upon actual dollar value of the contract award and may change from those provided in the attachment.
