    Description

    The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 6.302-14(a)(2)(iii)(A) & (B)) with Simetri, Inc., 937 S. Semoran Blvd. Suite 100 Winter Park, Florida 32792-5316 for a service contract that utilize state of the science computational techniques to predict the environmental fate and impact of contaminants and degradation products of other material related to army and non-army projects.  This is not a request for proposal or quotes. The U.S. Army Engineer Research and Development Center’s (ERDC) Environmental Laboratory (EL) Environmental Processes Chemistry (EPC) requires a new contract that advances the mission of the U.S. Army Corps of Engineers (USACE) and the U.S. Army by analytically quantifying compounds of concern and by examination of the environmental impacts from these compounds. The EPC mission goals require state-of-the- science analytical/geochemical methods; computational modeling and evaluations; and materials analysis and fabrication. Successful and timely completion of the EPC missions requires the completion of specifically defined tasks and the acquisition of high-quality deliverables developed under previous USACE contracts with Simetri, Inc. The minimum need for this requirement focuses on funded scientific research involving methods to validate, develop, run, and evaluate programs and reports for computational chemistry; use classical and quantum mechanical-based approaches; research and identify relevant scientific literature; and develop, document computational methods for the Computational Chemistry Team on Projects related to “Fate and Transport of Environmental Contaminants such as Per- and polyfluoroalkyl substances (PFAS)”. These services are considered non-commercial and are civil and military unique. The EL is in urgent need to fill this position in order to prevent a deficiency in performing mission critical projects and funding expenditures. Such an interruption in research will result in incomplete contract deliverables and missing deadlines to the EL customers. Because this work relies on methods and algorithms developed under previous USACE contracts with Simetri, Inc., Simetri, Inc. is the only company capable of performing the required tasks. This acquisition is being conducted under FAR 6.302-1(a)(2)(iii)(A) & (B). There are no set-aside restrictions for this requirement.  The intended procurement will be classified under North American Industry Classification System (NAICS) 541714 – Research and Development in Biotechnology with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items.  All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
