Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, is conducting this RFI in order to identify potential vendors that possess the capabilities to support a requirement for quantity one (1) Stationary cable reel stand for reels up to 48” diameter x 32” wide x 5,000 lbs. and accessories.  The cable reel stand must be capable of supporting and paying out reels up to 48" in diameter and 32" wide weighing up to 5,000 pounds. All the below listed requirements must be clearly stated in any response. Used or refurbished is NOT acceptable. The cable reel stand shall be a non-motorized paralleling reel stand that meets the following features and capabilities as a minimum: The reel stand shall be of heavy duty steel frame construction base for stability such that it can process and support the heavy cable reels without deflection or balance issues. Reel stand shall have a 1.38" diameter reel shaft - Reel stand shall have roller bearing support for the shaft.  Reel stand shall have a minimum of a 10" mechanical disc brake with tension control to prevent reels from paying out uncontrollably.  Reel stand shall have safety latches for the shaft to prevent the shaft from coming off the stand during cable processing efforts.  Reel stand framework/base shall be designed such that it is fork liftable from one location to another. Framework/base shall also have tabs or mounting holes if user determines to anchor stand in one place. The cable reel stand shall be capable of supporting and paying out reels up to 48" in diameter and 32" wide weighing up to 5,000 pounds. The vendor shall provide a set of arbor bushings to include 1.38" x 2" and 1.38" x 3.5" as a minimum. The cable coiling machine shall not require an overall foot print greater than 64" wide x 48"deep and it shall not be greater than 48" high. The reel stand shall not require power or compressed air. The cable reel stand and its accessories shall have all the necessary guarding to meet all current requirements set forth in OSHA General Industry Standards to protect users and by standers from injury from pinch points and moving parts.
