STUDENT RECRUITMENT AND ENROLLMENT MANAGEMENT PLATFORM

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W50S9E26QJ012 is issued as a request for quotation (RFQ), for Student Recruitment and Enrollment Management Platform.

This acquisition is set-aside for 100% small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The Government intends to award without discussions. We will be reviewing two factors. Price and Technical. Your price is evaluated by adding all CLINS for the total evaluated price.(this is for 12 Months) Technical is your platform’s ability to meet our technical requirements listed Below. Respond with a narrative demonstrating how each task is handled by your platform or if your platform does not meet each task.

Technical Requirements

-Access to a national college and career readiness platform reaching a significant percentage of U.S. high school students.

-Ability to engage students within their school curriculum through an established network of high schools and high school counselors.

-A tool for scheduling and managing in-school events and visits with counselors.

-A customizable online profile to showcase opportunities with unique photos, videos, links, and mission-specific content.

Digital Lead Generation and Data Services:

-A military-focused online portal that guides prospective candidates through career pathways and personalized service journeys.

-Access to a database of individuals within Washington who have expressed interest in military service.

-Advanced data segmentation capabilities, allowing for targeting based on demographics, location, interests, and behavior.

-Comprehensive data verification services, including validation of names, email addresses, and physical mailing addresses, as well as filtering for fraudulent or inappropriate submissions.

In-School Digital Advertising:

-A network of digital "billboards" placed in high-traffic areas within high schools (such as entryways and counselor offices) to display career-focused content to students throughout the school day.

Direct Mail Marketing:

-Targeted direct mail campaigns aimed at specific individuals identified through lead generation platforms.

-End-to-end campaign management, including creative design and development.

-Performance tracking for all marketing interactions to measure return on investment.
