    Description

    The United States (US) Army Contracting Command – New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W15QKN-25-R-0002 for the manufacture and delivery of the M739A1 Point Detonating/Delay (PD/DLY) Fuze. The M739A1 PD/DLY Fuze is the Army's preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. The M739A1 PD/DLY Fuze contains an Impact Delay Module (IDM) assembly. The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target. Competition for this effort will be restricted to the United States, its outlying areas, or Canada under the authority of 10 United States Code U.S.C. Section 3204(a)(3)(A), by Federal Acquisition Regulation FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. In addition to the M739A1 PD/DLY Fuze, the Fuze Body assembly, Safe and Arm (S&A) Device, Booster for the M739A1 PD/DLY Fuze, M99 Stab Detonator, M55 Stab Detonator, Explosive Lead, Lead Azide, Polymer-Bonded Explosive (PBXN-5), and High Melting Explosive (HMX) Grade B explosive are also restricted to the United States, its outlying areas, or Canada. These items are not procured separately from the Fuze, but it is necessary for Offerors to obtain these items and material from suppliers located within the United States, its outlying areas, or Canada per the authorities mentioned above. ACC-NJ intends to award up to two (2) contracts with one award reserved for a Small Business. The award(s) will be five-year Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts with Firm-Fixed Priced (FFP) delivery orders. Delivery orders will be competed amongst contractors selected for award. The awarded contracts will have maximum values of $712,480,000.00, and each contract will include a guaranteed minimum of $1,000,000.00. The M739A1 PD/DLY Fuze shall be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Package (TDP) and applicable contract requirements. The technical data is marked “Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only.” The TDP will not be available until a solicitation is formally issued. Once the TDP is available, interested firms will be required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for the Government’s consideration to provide the TDP. The required forms shall be submitted upon release of the formal solicitation to receive the TDP. This Pre-solicitation Notice is for information purposes only and is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the US Government to issue a solicitation. This is a pre-solicitation notice and does not constitute a request for competitive proposals at this time. The Government anticipates releasing an RFP in Fiscal Year (FY) 2025, Quarter 2 (FY252Q). Please be advised that the US Government will not pay for any information submitted under/in relation to this announcement. Participation in this effort is strictly voluntary.
