T-11 CCI TEST ASSETS

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) intends to award a sole source purchase order to Airborne Systems North America (ASNA), 3100 West Segerstrom Ave, Santa Ana, CA 92704, to provide 100  T-11 CCI Test Assets.

PdM SCIE) is continuing testing a modified T-11 main parachute to address an infrequent safety issue where the main parachute irregularly deploys. The original equipment manufacturer (OEM), ASNA, proposed a modification to the T-11 to address the safety concern. PdM SCIE is seeking to procure 100 T-11 main canopy assemblies with harness to be used as live jump testing assets. The government acquired Government Purpose rights to T-11 Technical Data from ASNA. However, the government Technical Data Package does not contain government purpose rights for these T-11 design enhancements. Therefore, ASNA is the one responsible source and no other supplies or services will satisfy the government requirement.

The North American Industry Classification System Code (NAICS) for this requirement is 314999 with the size standard of 500. The Product Service Code (PSC) for this procurement is 1670.

Interested parties may identify their interest and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
