    Description

    The 171st Air Refueling Wing (ARW) intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-25-Q-A008, to award without discussions, a Firm Fixed Price (FFP) type contract for a tactical mesh communications system to be delivered to the 171 ARW, located at 300 Tanker Rd, Coraopolis, PA 15108.

    The Government intends to award one FFP contract to the responsible Quoter whose quotation represents the Best Value to the Government.

    Quoters shall complete SF1449 and submit a quotation with the following information: Cover Letter, list of proposed equipment meeting the salient physical, functional, and performance characteristics, and price to include delivery and any applicable fees. Submitted quotations shall be valid for 60 days after the closing date of the RFQ.

    Basis for Evaluation and Award (Best Value, IAW FAR 13.106-2). Award will be made to the responsible quoter whose quotation represents the best value to the Government, considering price and non-price factors listed. The Government intends to evaluate quotations and make an award without interchanges; therefore, quoters are encouraged to submit their most favorable terms in their initial submission.

    Evaluation Factors:

    1. Technical Acceptability – Quoter’s ability to meet all salient characteristics and functional requirements.
    2. Delivery Schedule – Ability to meet or exceed the 60-day installation deadline.
    3. Responsibility – In accordance with FAR 9.104
    4. Completeness and conformance to the RFQ, including all required documentation and pricing.
    5. Price – Total evaluated price, including all installation, shipping, and disposal costs.

    The Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response.

    This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 334220 and the Small Business size standard is 1,250 employees.  All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.

    Contractor shall deliver equipment within 60 days of contract award.

    The purpose of this project is to deliver a tactical mesh communications system (see attached solicitation for additional information).

    Vendors shall respond to this RFQ via email by 17 September 2025 at 0900 hours (9:00 am) Eastern Time (ET).  All quotes should be sent to the Contracting Office, Kaity Fuga, kaitlynn.fuga@us.af.mil, and Steve Sisneros, at steven.sisneros.2@us.af.mil, before the due date and time specified.  Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”.

    All quoters must list Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov.  Lack of registration in the SAM database will make a quoter ineligible for award.

    Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.  If you are not currently registered, please visit the following website https://piee.eb.mil/ to complete your registration.

    Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.

    All questions regarding the RFQ package must be submitted to the above e-mail addresses by 12 September 2025 at 1000 (10:00 am) ET.  Any questions asked over the telephone will not be answered. Any questions received after this date and time may not be answered.
