    1. Purpose
    This Request for Information (RFI) is issued by Systems Command, United States Marine Corps (USMC) to industry partners following the Tactical Radio Intermediate Test Set (TRITS) Industry Day event held in August 2024. The purpose of this RFI is to assess industry’s environmental performance specifications for the forthcoming TRITS Request for Proposal (RFP). This RFI is for informational and planning purposes only and does not constitute a solicitation or commitment by the Government to issue an RFP or award a contract.

    2. Background
    The TRITS program aims to deliver a robust, portable, and user-friendly intermediate-level test set to support the maintenance and operational readiness of Marine Corps tactical radio systems. The system will enable technicians to diagnose, troubleshoot, and verify the performance of radio equipment in both field and garrison environments. During the Industry Day event, the USMC engaged with industry partners to discuss program objectives and technical requirements. This RFI requests information to understand environmental specifications of commercial off the shelf radio test equipment.

    3. Program Update: Environmental Testing Requirement
    The USMC anticipates releasing an RFP for the TRITS program in the 4th Quarter of Fiscal Year (FY)2025. As part of the RFP, offerors will be required to demonstrate that their proposed TRITS solutions meet stringent environmental testing standards to ensure reliability and performance in the diverse and challenging conditions faced by Marine Corps personnel. Specifically, submissions must include evidence of successful completion of environmental testing in accordance with MIL-PRF-28800F Table 2, Class 3:

    4. Information Requested
    The USMC is interested in receiving feedback from industry to better understand the impact of the environmental testing requirement to support acquisition planning. Respondents are invited to provide the following information:

    1. Current Environmental Test Data: Has your proposed TRITS solution undergone environmental testing? If so, which environmental test lab was utilized? Which environmental tests were conducted and to which class from MIL-PRF-28800F Table 2 were they tested to? Did the lab produce a test report that can be submitted as part of your proposal?
    2. Future Environmental Test Data: If your proposed TRITS solution has not undergone environmental testing that satisfies the requirements in Section 3, is there a current plan to do so? What is the time needed to complete the environmental testing required, so that the results can be submitted as part of your potential proposal?
    3. Experience with Environmental Testing: Briefly describe your organization’s experience with environmental testing for similar systems (e.g., test sets, radio equipment, or ruggedized electronics), including the MIL-PRFs and MIL-STDs used (e.g., MIL-PRF-28800F, MIL-STD-810G) and types of tests performed (e.g., temperature, shock, vibration). Please provide the environmental test labs utilized, if possible.
    4. Challenges: Provide any anticipated challenges with meeting the environmental requirements in Section 3. Are there any concerns?
    5. Recommendations: Offer any suggestions for streamlining the environmental testing process or alternative approaches to verifying system reliability in operational environments, while still meeting Marine Corps needs.
    6. Point of Contact: Include the name, title, email address, and phone number of a point of contact for further communication.

    Responses to this RFI are voluntary and will not preclude or advantage any company from participating in the future RFP process.
