In support of the goals expressed in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021), the U.S. General Services Administration (GSA) is seeking approximately 600,000 MWh annually of Carbon Pollution-Free Electricity (CFE) and associated Energy Attribute Certificates (EAC) in the Pennsylvania-New Jersey-Maryland (PJM) Interconnection regional transmission organization (RTO).
GSA is conducting this Sources Sought to identify contractors who possess the capabilities to provide CFE and associated EACs produced using domestically-manufactured solar panel systems (in support of the objectives expressed in the June 6, 2022 White House Fact Sheet, “President Biden Takes Bold Executive Action to Spur Domestic Clean Energy Manufacturing”). For the purposes of this Sources Sought, solar panel systems include solar energy technologies such as solar panels, including photovoltaic modules and module components (hereinafter collectively referred to as “solar panels”). A domestically-manufactured solar panel for the purposes of this Sources Sought is one in which 65% of the cost of all its components are for components mined, produced, or manufactured within the United States consistent with the definition of a domestic end product at Federal Acquisition Regulation (FAR) 25.003. The North American Industry Classification System (NAICS) Code is 221122, Electric Power Distribution.
Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
