TITLE III SERVICES

NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT, NOT A REQUEST FOR PROPOSALS OR QUOTES.

This requirement is conducted under the Federal Acquisition Regulations (FAR) 15 and 6.302-1.  This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes for Title III Services, resulting from the award based on a previous Title I Services for the same project.  Concerns regarding this notice shall be sent to Lacey.Bayless@us.af.mil 

Whiteman AirForce Base intends to negotiate a firm fixed price award with the designer of record, CDM Smith, 3130 Fairview Park Drive, Suite 400, Falls Church, VA22042. The NAICS Code is 541330, Architectural Services.  THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.  This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice. 

GENERAL DESCRIPTION OF WORK:

The work shall consist of Title III Services to support the already designed/stamped project to include submittal reviews, Request for Information (RFI) response, office services, and may require site visits.  The A&E representatives shall attend meetings as requested.

SCOPE OF SERVICE REQUIREMENTS:

Key personnel shall not change during the performance of this task order unless written approval is provided by the contracting officer.

Submittal Review:

1. Submittal Review to include review to validate agreement with the design drawings and specifications.   Reviews shall be completed within the recommended 10 days of receipt of submittals.  Processing time shall begin upon receiving a submittal from the Government and at the end of the return of the fully processed submittal to the Government.  Each submittal shall be verified for conformance to the construction documents.  Any corrections shall be noted.

Request for Information (RFI)

1. RFI services shall not be performed unless the specific services are requested by the contracting officer.  Reviews shall be completed and responses posted within 7 days of receiving RFIs.  (Higher priority RFIs may require shorter turnaround time).  Processing time shall begin upon receiving RFI from the Government and end at the return of the full processed RFI to the Government.  Clarifying RFIs may arise from insufficient clarity of construction documents shall be responded to.

Office Services

1. As requested by the CO, the A&E shall provide services to assist the CO in matters other than submittal review, and RFIs.  Services could include reviewing engineering proposals, cost estimating, and other work.  Services shall not be performed unless requested by the CO.
