TRAINING SUPPORT TO MASTER BREACHER COURSE

Training Support for the Master Breacher Course ran by the 75th Ranger Regiment on Fort Benning GA.

Scope Specific Specialized Requirements: Minimum of 10 years of special operations experience with intimate knowledge of 75th Ranger Regiment breaching tactics, techniques, and procedures (TTPs).

Minimum of 5 years past performance in supporting special operations breaching contracts similar to the Regimental Master Breacher Course.

Have on call / recall capabilities within a 60-minute response time in support of narrow timing windows for course execution and necessary targetry adjusments based upon charge construction and blast effects across a multitude of Fort Benning, GA ranges.

Expert level understanding of Net Explosive Weight (NEW) calculations, demolition charge construction, and blast overpressure effects on the required targetry composition in accordance with the Regimental Master Breacher.

Course Program of Instruction (POI), to include the materials of wood, brick, Concrete Masonry Unit (CMU) filled, CMU unfilled, and CMU reinforced doors, walls and associated barriers

Expert level understanding of all forms of breaching, explosives theory, energetics, and military range operations to apply appropriate Department of the Army and Fort Benning, GA safety considerations and risk mitigation measures.

Expert level post-breach structural analysis and technical evaluations of targetry and back-side support materials (i.e. door racks, jigs, wall racks, etc.) to provide immediate targetry refinements aligned with the required tactical scenario adjustments.

Expert level understanding and assistance in developing targetry for the specified purpose of aligning to tactical, special operations full mission profile (FMPs) scenarios in which breaching, structural, and tactical analysis and reccomendations are provided to the Regimental Master Breacher Course Cadre.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: 

4.1. General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Part 4 and 5 of this PWS.

4.2. Materials/Supplies/Equipment: The Contractor shall provide the following items materials, supplies, and equipment necessary to meet the requirements under this SOW. Deliverables for potential fourth courses will be communicated to the Contractor no less than 90 days prior to the beginning of a fourth course. An additional fourth course may require the procurement of additional targets, to include, but not limited to 2x vehicles. Make and model will be determined and communicated to the Contractor no less than 90 days prior to course execution. Contractor shall provide the following items materials, supplies, and equipment necessary to meet the requirements under this SOW.

8 – 4’x8’x1/4” Steel sheets for thermal cutting

8 – Flattened expanded steel sheet metal for barricades

8 – steel platers 3/8” thick 6” diameter

20 – CMU blocks

100’ chain-link fencing material

3 – 10’ Steel I-Beams of various sizes and thickness for cutting with thermal torch. 3 beam minimum.

4 - 300 cubic foot sized oxygen bottles, full.

Additional materials to complete specific tasks.

PART 5

SPECIFIC CONTRACTOR TASKS

5. SPECIFIC TASKS:

1. Door hanger rack that will accommodate 17 doors at one time. (Door Rack Provided)
2. Wall hanger rack that will accommodate 8 walls at one time at a minimum. (Wall Rack Provided)
3. Construction will be required prior to and during the course. 
4. All targets shall be set up and/or put together for an onsite inspection by the Regimental Master Breacher, no later than one working week prior to the start of a course.
5. All wall and brick building targets shall be constructed and available for an inspection 21 days prior to their planned use during the course
6. Contractor shall be able to re-hang the shoot house doors (twice) in approximately 48 hours or less to meet course requirements.
7. 100’ chain link fencing will be installed per what is considered standard installation.  Fence must have anchored terminal posts throughout.  Line posts must be spaced no more than 10’ apart with a top rail attached in between. Hung fencing materials shall be hung, tensioned, and a tension wire installed along the bottom.

5.1.7. The Master Breacher targets and associated items are to be constructed or otherwise provided by the Contractor on a per course basis.  All items listed below shall be constructed or provided at the beginning of the contract and replaced when necessary to fulfill the course’s needs.  Contractor shall provide all necessary equipment and materials to complete construction of the following targets prior to the beginning of each course, to include:

1. Heavy Demolitions area:

1. 2 - Target vehicles.  Vehicles shall have gas tanks removed, all fluids drained, windows and tires intact, engines intact and delivered to Griswold Range at Fort Benning, GA
2. Doors and windows to be installed in 24 Door Hanger area and MOUT Breach Facility (The following item amounts may change in quantity between courses. The COR shall provide the contractor a final request list no later than 60 days from the start of the course. Below are the approximate amounts per course.) 
   1. 4 – Medium weight doors with all hardware to include dead bolts installed with a combination of 2"x4", 2"x8" pine lumber, Minimum 3.5" hinge.
   2. 76 - Heavy fire/filled wood doors with all hardware to include dead bolts installed with a combination of 2"x4", 2"x8" pine lumber'. Minimum 4" hinge.
   3. 36 - Light metal doors with all hardware to include dead bolts installed with a combination of 2" x 4", 2"x8" pine lumber. Minimum 3.5" hinge.
   4. 20 - Heavy metal doors with all hardware to include, true door frame, dead bolts and hydraulic closing pistons installed with a combination of 2"x4", 2"x8" pine lumber, and/or 4'x8' expanded metal barricades.  Minimum 4" hinge.
   5. 10 - Heavy metal “Middle Eastern” type custom fabricated doors built to specifications (specifications available upon request).  Minimum 4" hinges, 3 per door.  No barricading for this door other than what it is constructed of.  (Attachment C) Note: The Government has the right to request design changes to the 10- Heavy metal “Middle Eastern” type custom doors, if the Government identifies another geographical type of door a new design may not exceed cost of current refabricated door
   6. 8 - "Jail Door" type custom fabricated to specifications.  (Attachment D)
3. Door Installation Requirements.
4. Examples of barricading methods Attachment B (more detailed of methods are available upon request).
5. All doors shall have a minimum of a doorknob w/ locking bolt, deadbolt w/ locking bolt, and 3 hinges per door. 
   1. If doors are not fitted with doorknobs, a doorknob shall be attached to the door and a 6" or greater slide bolt shall substitute in same location of where the locking bolt would be located.
   2. If doors are not fitted with deadbolts, 6" or greater slide bolts will substitute in same location of where the deadbolt would be installed.
   3. Doorknobs shall not be attached to door on material other than the material of the actual door.
6. The 17 Door Hangers shall be hung one time, with 24 doors, and with varying barricading.    More guidance provided upon award of contract.
7. The MOUT Breach facility shall be hung a total of 3 times, each time having different mixture of types of doors and barricading.  The COR will provide the contractor a request list for the MOUT Breach facility.
8. When hung, all doors shall be locked and keys removed. 
9. Doors shall be hung to US building code standards.
10. Doors shall have molding around edge of door, so not see past door edge.
11. Top of door shall have a header board installed for door installation.
12. All areas above doors in doorway shall be covered by plywood, so not to see barricading on opposite side.
13. Railroad Ties shall NOT be used as support beams for any building or door installations.
14. Wall Breaching Requirements.  All walls shall be built by the Contractor at least 45 days prior to the start of the course to ensure proper curing time and be available to be inspected at 1 week prior to the start of the course.  All items listed below shall be constructed or provided by the Contractor or replaced when necessary to fulfill the course needs.  All poured concrete walls and pillars will be constructed to an Industrial standard of 5,000 PSI concrete. The rebar used in the reinforced High Strength Concrete walls will be welded or tied and the size may vary ½” to 1”.  Red Brick or CMU Brick mortar lines will have a “Horizontal Joint Reinforcement” wire mesh installed to the American building code standards Additional information about wall placement in Wall Hanger training area is available upon request. These walls can be used several times over the course of the contract.
    1. 9 - 4’L x 6’H x 6” W Concrete rebar reinforced walls, placed in Wall Hanger training area.
    2. 1 - 8”x8’x8’ High Strength Concrete rebar reinforced wall
    3. 1 - 10”x8’x8’ High Strength Concrete rebar reinforced wall
    4. 1 - 12”x8’x8’ High Strength Concrete rebar reinforced wall
    5. 1 - 8’x8’ concrete filled cinder block walls. 

ii. Concrete fill shall be standard wall fill concrete. 

iii. All filled walls shall have all over spill of wall fill concrete cleaned and removed from the vertical wall surface on both sides of wall. 

All mortar lines shall be clean and smooth.  Mortar lines shall not have mortar bulging from spaces. Walls shall have a uniform vertical build.

1. 1 - 8’x8’ unfilled cinder block walls.    
2. 1 - 8'x8' double thickness red brick walls. 

i. One wall shall be placed in Wall Hanger training area, and one wall shall be placed in the Breach Village training area. 

(4) Race Walls built as follows:

1. Walls shall be wood framed. 
2. Each layer of wall material shall be liberally and securely attached to the previous layer of wall.
3. Wall shall be built as follows starting from non-breach side to the breach side, breach side being rooms marked A and 
   1. 4'x8'x5/8" Drywall
   2. 4'x8'x3/4" Plywood
   3. 2"x4" Wood framing
   4. 4'x8' Expanded Metal
   5. 4'x8'x3/4" Plywood
   6. 4'x8'x5/8" Drywall
4.   More detailed plans shall be made available upon request by the Contractor.

1 - 10'x10'x3' wood stud framed sheeted with 3/4"Plywood sandbag bunkers.  Roof shall be reinforced with 2"x4" (or greater) diagonal bracing from each stud to the ceiling of the bunker.  Roof needs to be able to hold approx. 1500-2000 lbs.  A door shall be cut on one side (approximately 2.5'x2.5') and shall have a 2' deep tunnel from door opening.  Wood structure shall be set no more than 1' into the ground.  Both bunkers shall be covered with 12"-18" of dirt slowly tapering off at the sides.  One bunker shall be covered with sandbags single layer thick on top of the dirt covering them (approximately 800-1000 sandbags, bags shall be filled with sand).  Bunkers shall be built to prevent water from filling the bunker.

(5) Shoulder Fired Range and Target Materials.  All items listed below shall be constructed or provided per course by the Contractor or replaced when necessary to fulfill the course needs.

1. 2 - 10’x10'x8' unfilled cinder block building, 1 doorway with solid wood door installed, with wooden plywood roof covered with single layer of filled sandbags.  Structure shall be built by Contractor at least 30 days prior to start of course to ensure proper curing time and be available to be inspected at that time.  

4.3 Storage of target and construction materials will not be provided by the Government. Locations to store target vehicles utilized on Griswold Range will be provided by the Government.

4.4 Locations for target disposal (small debris) will be provided by the Contracting Company via dumpsters located on ranges. The Contractor shall be responsible of the removal of all debris to dumpsters. The contractor shall be responsible for the removal of all used vehicles and dumpsters from the facilities upon completion of each course.
