Expert level understanding of Net Explosive Weight (NEW) calculations, demolition charge construction, and blast overpressure effects on the required targetry composition in accordance with the Regimental Master Breacher.
Course Program of Instruction (POI), to include the materials of wood, brick, Concrete Masonry Unit (CMU) filled, CMU unfilled, and CMU reinforced doors, walls and associated barriers
Expert level understanding of all forms of breaching, explosives theory, energetics, and military range operations to apply appropriate Department of the Army and Fort Benning, GA safety considerations and risk mitigation measures.
Expert level post-breach structural analysis and technical evaluations of targetry and back-side support materials (i.e. door racks, jigs, wall racks, etc.) to provide immediate targetry refinements aligned with the required tactical scenario adjustments.
Expert level understanding and assistance in developing targetry for the specified purpose of aligning to tactical, special operations full mission profile (FMPs) scenarios in which breaching, structural, and tactical analysis and reccomendations are provided to the Regimental Master Breacher Course Cadre.
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Part 4 and 5 of this PWS.
4.2. Materials/Supplies/Equipment: The Contractor shall provide the following items materials, supplies, and equipment necessary to meet the requirements under this SOW. Deliverables for potential fourth courses will be communicated to the Contractor no less than 90 days prior to the beginning of a fourth course. An additional fourth course may require the procurement of additional targets, to include, but not limited to 2x vehicles. Make and model will be determined and communicated to the Contractor no less than 90 days prior to course execution. Contractor shall provide the following items materials, supplies, and equipment necessary to meet the requirements under this SOW.
8 – 4’x8’x1/4” Steel sheets for thermal cutting
8 – Flattened expanded steel sheet metal for barricades
8 – steel platers 3/8” thick 6” diameter
20 – CMU blocks
100’ chain-link fencing material
3 – 10’ Steel I-Beams of various sizes and thickness for cutting with thermal torch. 3 beam minimum.
4 - 300 cubic foot sized oxygen bottles, full.

PART 5
SPECIFIC CONTRACTOR TASKS
5. SPECIFIC TASKS:
5.1.7. The Master Breacher targets and associated items are to be constructed or otherwise provided by the Contractor on a per course basis. All items listed below shall be constructed or provided at the beginning of the contract and replaced when necessary to fulfill the course’s needs. Contractor shall provide all necessary equipment and materials to complete construction of the following targets prior to the beginning of each course, to include:
ii. Concrete fill shall be standard wall fill concrete.
iii. All filled walls shall have all over spill of wall fill concrete cleaned and removed from the vertical wall surface on both sides of wall.
All mortar lines shall be clean and smooth. Mortar lines shall not have mortar bulging from spaces. Walls shall have a uniform vertical build.
i. One wall shall be placed in Wall Hanger training area, and one wall shall be placed in the Breach Village training area.
(4) Race Walls built as follows:
1 - 10'x10'x3' wood stud framed sheeted with 3/4"Plywood sandbag bunkers. Roof shall be reinforced with 2"x4" (or greater) diagonal bracing from each stud to the ceiling of the bunker. Roof needs to be able to hold approx. 1500-2000 lbs. A door shall be cut on one side (approximately 2.5'x2.5') and shall have a 2' deep tunnel from door opening. Wood structure shall be set no more than 1' into the ground. Both bunkers shall be covered with 12"-18" of dirt slowly tapering off at the sides. One bunker shall be covered with sandbags single layer thick on top of the dirt covering them (approximately 800-1000 sandbags, bags shall be filled with sand). Bunkers shall be built to prevent water from filling the bunker.
(5) Shoulder Fired Range and Target Materials. All items listed below shall be constructed or provided per course by the Contractor or replaced when necessary to fulfill the course needs.
4.3 Storage of target and construction materials will not be provided by the Government. Locations to store target vehicles utilized on Griswold Range will be provided by the Government.
4.4 Locations for target disposal (small debris) will be provided by the Contracting Company via dumpsters located on ranges. The Contractor shall be responsible of the removal of all debris to dumpsters. The contractor shall be responsible for the removal of all used vehicles and dumpsters from the facilities upon completion of each course.
