    Description

    This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees.

    AFRL requires an upgrade to an existing but non-functional laser system including the following updates/repairs:

    UHG series pulse selector, QTY-1

    -Includes SiO2 Bragg cell for pulse selecting fundamental output

    -Repetition rate adjustment from single shot up to 40 MHz

    -Compatible with femtosecond & picosecond pulses and high power

    -Bragg Cell SiO2 up to 5 W avg. input power

    -Picking Ratio 1/2 vrep to1/1023 vrep software controlled or arbitrary by external triggering

    -Picking Efficiency & Contrast Ratio: 80 MHz input, 8 MHz output (nrep/10):

    -Contrast Enhancement Diffraction Efficiency > 35%

    -Contrast Ratio: > 300:1 main to adjacent pulses, > 400:1 main to nonadjacent pulses

    -Diffraction Efficiency >40%

    -Contrast Ratio: > 75:1 main to adjacent pulses, > 500:1 nonadjacent pulses

    -Analog-in for amplitude modulation TTL for Start/Stop

    -Wavelength 680  - 1080 nm

    -Repetition Rate nrep 0.1 - 85 MHz

    -Polarization Linear, horizontal

    Tsunami parts and installation into air force laser, QTY-1

    -delivery of and installation of 4004-0754S FRU:PWR SPLY,3.3X2/3.3X2/24VDC in Tsunami laser. Other substitute power supplies not accepted

    -delivery of and installation of  90016630 FRU: ROHS PCB ASSY,J40 PASSBANK/TEC in Tsunami laser. Other PCB assemblies are not accepted.

    -delivery of and installation of 0129-8817S FRU:PCB ASSY,J40/J80 CNTRL BD in Tsunami laser. Other Control boards are not accepted.

    The Government intends to negotiate a sole-source award for this requirement with Newport/Spectra Physics,  1791 Deere Avenue, Irvine, CA 92606

    The Government has determined that other companies’ cannot upgrade Newport/Spectra Physics manufactured equipment due to the proprietary technology and parts. No other manufacturer provides an identical system or has the technical knowledge to perform the required repairs, updates and changes to the laser system as required. If this system is not repaired by Newport/Spectra Physics, there is a risk for delays in AFRL research goals and cannot build quantum networks. For these reasons, the Government has determined Newport/Spectra Physics to be the sole-source provider of the required upgrade to the Tsunami Laser system.

    This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to brooke.mcdonald@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

    Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2025.

    A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
